Spilling the tea: Shuswap composting facility fined thousands over violating regulations

A composting facility near Salmon Arm, B.C., has been fined more than $32,000 for violating provincial composting regulations.

The B.C. Ministry of Environment and Parks issued Spa Hill Farms Inc. two administrative penalties for contraventions of requirements under the Organic Matter Recycling Regulation.

According to the province, the first penalty was issued for failing to maintain infrastructure required to contain and manage leachate between June 19 and Nov. 26, 2025.

Leachate is liquid that drains from waste or compost and can contain nutrients, bacteria and other contaminants that can harm soil or water if not properly contained or treated.

The second penalty followed a Nov. 26, 2025, inspection, when ministry staff observed leachate being discharged onto the ground and into an unlined ditch.

The two penalties totalled $32,708.

The facility is located near a tributary of the Salmon River and within an area containing groundwater supply wells.

This is not the first time the facility has been noticed by the government. Two warnings were issued to company in 2025 and earlier in 2025 about similar deficiencies.
